Variable voltage readings on both downstream O2 sensors

Variable voltage readings on both downstream O2 sensors
I have a code for an aging lambda sensor.
I checked the voltage readings for all four sensors. The upstream ones are functioning correctly, moving between high and low readings with regularity.
The downstream sensors are also both showing widely variable readings. My understanding is that their readings are supposed to be pretty constant, around 0.45 volts or so.
I’d appreciate suggestions as to how to how to go about diagnosing this. I’ll be smoke testing the exhaust for leaks next week.
