Default Vent Flap in Dash... Flapping

Has anybody had a vent flap lose its seating, for lack of a better word? I've got one in the center that flaps when it loses positive pressure, i.e., when I turn the blower off. it also flaps shut (or open?) when I come to a stop if the blower isn't on.
I've looked in the RAVE and can't figure out how to get in there easily to have a look. If this has happened to you, do you mind pointing out in the RAVE what I should be looking for? I've been under the glovebox for blower work but my problem is in the center dash. All air seems to function fine which leads me to believe it's just loose or lost a spring or something, as when the blower is on - even at the lowest speed - everything is fine with no flapping.
