Default Viscous Fan issue

I have a new fan clutch and on start up it is running but when the temp got to 207-211ºf it was barely turning if not at all. I read some other posts and it seems the fan should be running at full speed when the engine temp is at operating temp. Do I just have a bad fan clutch? And I am certain about my temps, triple redundancy. Scan gauge, Mechanical gage and temp gun.

TIA

Some brands are worse than others. I went through like 3 brands of mechanical fans with this issue to varying degrees before I found something that I was happy with. Don't remember what I finally settled on unfortunately

Thanks! At least I know it's a problem. Planning on ordering from Lucky 8.
