viscous fan. proper operation?

The fan will always spin no matter what because it is rinding on a spinning shaft.
It will be locked up after sitting all night/day because the fluid inside it settles to one side and until it "loosens" up it will be locked up, it takes longer to "loosen" up the colder it is outside because the fluid inside the clutch has to warm up before it can loosen up.
