Anyone know why the INSTRUMENT PANEL would stop working and how to fix this issue?

Please define "stop working." Are all gauges dead? Tach? Speedo? Temp? Fuel? When you start the truck, do any of the idiot lights illuminate?

Also, what year and model is your Rover?

Yes gauges dead and no lights illuminated

 

Based on what you've told us so far, my gut says dead battery.

Car starts and drives normally
All else works
