Default What are these holes in rear quarter panel

Im "renovating" the interior of my D2. Found a bunch of cut out holes and vents in the inner rear quarter panel. Id like to fill them up with great stuff expanding foam and seal them off. Trying to cut down on air drafts and road noise. Just wanna make sure its safe to do so before going any further.

The rubber vents and such are required for cabin pressure equalization. If you didnt have them and your door seals were near air-tight and you slammed your door, you could pop a window. Its also there to allow air in when the cabin cools and pressure inside drops.
