If it is shorting out. Blowing that fuse turns off a lot of things that the ECU will want to tell you about. BTW, do not put in a larger fuse, can lead to under hood fire. You could unplug the purge valve and see if fuse holds. We won't tell the black SUVs from the EPA that are following you.... With fuse blown, O2s off line, you'll be in open loop fueling and mpg will sink like a stone.

Here wiring diagrams for that, in case you don't have RAVE on a USB drive with you. Also, in my signature is a link to a site that has the manual in bite sized pieces you can see on line without downloading the whole RAVE.
I woud suppose you could unplug components to see which one is blowing the fuse, you'll go thru a box of fuses. And it may still be a rubbed wire or a melted wire.

Update
Ok I changed out the number 2 fuse and reconnected the purge valve, truck has been driven for about 200 miles, no blown fuse..no codes just a blinking yellow light waiting for the code to clear/reset I guess. I go to refill my gas tank with shell 93 octane and I get 20 ft from the station and pop goes my fuse again. Any ideas anyone? Bad purge valve? This also happened the first time, low on gas filled her up with 93 octane and shortly later blown #2 engine fuse and out comes the service engine lights. Anybody? Bueller? Bueller?
