The rubber piece (see circled) could be getting in the way of the window channel strip from popping into the window frame sheet metal. If you try popping your door panel and open it a little from the top, it will hopefully become clearer to you. Suggest using a trim removal tool or a flat head screw driver and gently insert and open the top sides of the door panel. You will have to remove the inside door latch cover and possibly the bottom cubby screws.
You may also need to pull the door panel away slightly to ensure the metal clips on the waist seal are grabbing the metal lip of the door itself. Often the upper edge of the door panel is pushing the seal too close to the glass and it misses the metal lip. The metal clips themselves can "relax" and may need to be pressed closed a little so they grab more tightly.
Thanks for the suggestions, it’s not resting on the rubber seal on the edge, and I’ve had this door card off at least thirty times (I keep a panel popper in the side pocket, I use it so often) and tried it with the door card off but it still just pops up. I tried bending it straight, that was something I hadn’t tried but no luck. I’ll keep messing with it and report back if I get a solution.
It’s held in place by little ****** clips which are part of the seal. Either they grab the metal door edge or they don’t. It’s not a complicated affair. If you’ve had apart 30 times it’s highly likely that the barbs have relaxed and they’re no longer grabbing the door.
Edit: Just noticed that the server prevented the word "******" from appearing? Maybe I misspelled it? I can't imaging what I could have accidentally typed...

haha I’m dying over here, I did a lot of other mental translations but b a r b e d was not one of them.
I think I found the issue. The fabric, or really the hard backing material for the fabric, is curled up and pushing the waist seal up when I put the door card back in. If I leave the door card only loosely tapped in place the seal stays level, but once I push the door card all the way and then—here’s the problem—get the rubber lip on the waist seal to sit above the door card instead of below, the upward curling door material shoves the waist seal up and dislodges it. Working on a way to uncurl that fabric…
