Default Is wire positive or negative?

Just looking through wiring diagram from ECM - I need to know if pin 16 on the C0636 connector (black/orange) is hot or neutral.
I can't measure this on my car right now - any help is appreciated.

WOW, this is one of the most useful documents I've ever seen. Anyways, according to the pinout on the last page, it indicates a reading from 0-12V so I will go with hot - I believe this switch powers the coil on the SAI pump relay.
