After an all stinkin' day with the truck I've pinpointed the problem.

Fusebox inside under the dash.

I snagged one from a 2004 model at a junk yard close to my house. Put that in and it started right up. Yes, the rear wiper arm was going and the front wipers started when I hit the button for the back wiper, but I'm writing that off to the different fusebox.

Come to find out the 2003 - 2004 models use a very similar, but different box than the 1999 - 2002.

Now I just have to make a longer trip to another yard - they have a vehicle that the fusebox should match my original.
