Default need help, how to examine the VCU?

I have a problem with the Freelander. When you turn the steering wheel to one side of the car starts to behave as if the handbrake slightly withdrawn. I have tested it and found that VCU built rear wheel can turn, but I do not know which is the force required for turning diameter raised when VCU is correct? We apologize for the poor English I am from Belgrade. What is the normal force for VCU testing when correct?
