Maybe a different year - production was 1997 to 2006?

None the less, sounds like a short between bulb bases or harness connectors at the tail light assemblies. Might look at attached and remove lamps on each side to see if problem goes away.

make sure all the bulbs are correct for all the rear lights. seen the issue from some bad bulbs and wrong bulbs cause similar issues.

Cooling system should be flushed of any Dexcool, replaced with a green colored coolant, fluids changed more often than spec by Rover, temperature monitored closely with an Ultra Gauge (UltraGauge Automotive Information Center and OBDII Scan Tool). These are a lot of parts in a small package. Electrical demands make new battery something to do every two years or so. You'll find the whole factory shop and owners manuals in the RAVE, the free download is linked below. You'll find a number of negative (but based on reality) posts by pro Rover mechanics, not their most favorite vehicle. All baseless gibberish by me, I have never owned or operated one.

Fill the cooling system to the top with blue devil head gasket sealer. Then leave it in your driveway and buy a Kia, after that you will never have a problem with it.

Truer words have never been spoken. (Though I'm still having fun with mine, of course it has a new engine, coils, and probably needs the VIS motors.
