Default 2002 p 38 won't start after interior work

So here is my dilemma. Just bought the RR a few months ago after selling my DII. Been doing all sorts for repairs and yesterday I was replacing cluster bulbs and doing the HVAC display repair.
Went to start it and NADA. Just a relay clicking sound from the becu area. I've been reading for hours on all the sites but can't seem to confirm I've lost communications from the becu to the ecu somehow ??? The CEL light bulb is lit in the holder in the back of the cluster but the CEL display on the cluster front is not lit. That seems to be the indication, on the GEMS models, that I have indeed lost the communication to start. However from what I read it should crank and not start, mine just does nothing no matter what I do. Can someone confirm my 2002 HSE should have the CEL on when the key is in the second position please?
