93 RR...rear brakes are locked up, is this a common issue?

93 RR...rear brakes are locked up, is this a common issue?
I am looking at buying a 93 rover, it is a great deal and the car is super clean. The owner says the rear brakes are locked up. Is this a common issue? proportioning valve? calipers?

I am going to pick the car up tomorrow. Bringing a new proportioningvalve and enough brake lines and fittings to bypass the abs if that is the problem.
