Central Locks
I have an 03' RR and I thought my battery had died in my remote key, but after replacing the battery, the remote still does not unlock/lock the vehicle, however, the rear hatch release does work. I then checked the lock/unlock button inside the car and it does not work either. Could this be a bad fuse or do I have a greater problem here?

Did you get this working? I am now having the same problems and wondering if a fuse is blown. I have no power to my rear hatch door and the lock/unlock button does not work. My middle light in the front doesnt come on and no lights come on when the doors open.
This is a famous problem, and neither of you are alone with this problem. I am having a similar issue myself. First thing to check, as indicated is the fuse, then the associated relay. Swap them out and see if that works. Next, take a look at the door actuators. The RH front door send power to the rear hatch, and if the rear hatch loses power, then it "super locks" and the button on the outside will not open. As I understand it, the LH front door sends power to the LH front and two rear doors. You indicated that the interior lights do not come on when you open the door. I have this with only the LH front door.
I am currently experiencing the following: remote works to unlock all 4 doors, and will lock the Driver, and rear doors, but will not lock the RH door. The hatch remains inoperable.
My online research has shown that if anyone has monkeyed in the RH door, a power wire can be moved and caught by the rolling down of a window, killing power to the acutator. Additionally, I understand that the BECM can act up and burn up the passenger door actuator, thereby disabling the rear hatch. Can anyone out there validate any of this? I really have no other BECM issues so I hesitate to blame that.
In Short, try the following one after the other to get it to work:
Check Fuses
Unhook the battery (leave a window down, and keep your keys in your pocket!!!) and re attach.
check power to the lock actuator
check out the BECM

becm are known to go bad in those years causing lack of locking and the like. But to know for sure if to look at the signals and use the becm to send the signal to open stuff up, only a testbook can do that.
