The trick to finding the problem is to get the fan to turn on. I would start by tapping on the suspect areas to try to get the fan to turn on. I would start with the relays. It sounds like maybe a sticking relay. It could also be one of the fan motors. You should be able to isolate the problem by getting the fan to turn on by you doing something such as tapping on something or moving a bundle of wires etc etc. By the way, I am assuming that the fan just turns on and off throughout the night which drains the battery. Is this right? If the fan is just remaining on constantly, try swapping relays.
