Cool Help with Fuse 8 Failure - 1997 Range Rover

OK, just had my first real prob with the 1997 Range Rover we picked up...only 68k miles, in beautiful shape, already switched suspension from bags to coils.

Yesterday, plugged cell phone charger in to charge phone, as always, but this time it did something! radio/lighter plug and heat/AC died. Dash warning displayed "Fuse 8 Failure". Checked fuse 8 - it's not blown.

Started Googling...read things that may as well be written in Greek, such as relay 7 and BeCM replacement and fuse box replacement.

Can someone who knows and understands the "Fuse 8 Failure" issue walk me through it? I know very little in this realm, so be easy one me.
