Default Sluggish at low RPMs

I have a '99 that has become rather sluggish at lower RPMs. Once it gets up above 3000 rpms or so the power seems to kick in. It's almost like when you have the AC on. I have to rev it a little more than normal when starting from a stop or before shifting gears. At first I thought it might be time for new plugs and wires but the plugs seem fine and I did replace the wires. It seems to be getting progressively worse. Can anyone suggest what it might be?

One other problem I'm having is when I go to put gas in I have to pump at a really really slow rate or the file line backs up. Is there a filter between the gas cap and the tank that might be clogged?

the gas could be a something over the filler tube vent hose blocking it off.

the power issue could be a number of issues, have the vehicle looked at by a rover shop so they can spot obvious issues instead of an aftermarket shop selling you fuel injector flushes that you don't need.
