thin rubber-like covering on 04 PW controls...

Can anyone advise, please? We have a 2004 RR that has a very thin rubbery coating on the power window console , driver's side, that is peeling off. How do I stop this or reseal it?

replace it, and stop using hand lotion, this causes the paint thats on it to wear off.
