12V source for switch power?

Hi all. I'm trying to rig up a toggle switch to run my Hella 4000's off the relay and need a source for power for the two-position switch. I'd rather not run 10 plus feet of wire to tap into the headlight harness. Is there an easier place within the cabin to get power without using a fuse tap? Wire-tap it from the fog switch? What color is the hot wire for the cigarette lighter?
I plan on installing the switch on the front of the center console storage box so I can just toggle on/off without having to reach up and hit the stock switches on the dash.

Hi Savannah. I want to modify the cigarette lighter wiring on my son's 2003 Discovery II so that he may charge his phone without the key having to be in the ignition.
I saw your response in this thread (URl pasted below) where you mentioned the "light green with white for the lighter". What did you mean by this? Is there a green/white wire somewhere that I can tap into so the cigarette lighter will always have 12v power (without the key)?

In the previous case he wanted the existing switched 12 volt wire to the lighter. You want hot all the time. Install a new lighter plug, with a fuse between it and the brown with white wire on the back of the fuse panel, connector C0583 - pin 3.
Be careful with added wiring, it always needs a fuse.
