Default 1986 90 rebuild

Hi everyone,
I have an interesting problem!....ive stripped down the 2.5 NA diesel in my beloved 90....heres the thing, when the timing marks are all lined up on the wheels, the first cylinder is nowhere near TDC...or to look at it the other way, when piston 1 is at TDC, the timing marks are way off, 13 teeth......the jeep was running ok though...any body ever come across this before?
