Default 2006 Range Rover Supercharged Transmission Fault

Hi everyone,
I recently bought a 2006 RRS at a good price. The car has transmission issues more than likely due to poor maintenance. Before I bought the car it was taken to a repair shop that told the owner that the control module was bad. They had it taken to a transmission specialist that swapped it out with a used one. The car runs fine but is stuck in 3rd gear and has the u3000 fault code. I've dropped the pan but haven't verified that they did anything. I called the shop trying to get back the one they took out as well, just to see if I can swap the chip. The solenoids are discolored and the pan has a date from 2015 so that hasn't been changed. I clean everything as best I could and filled the transmission with Mercon SP. Still the same result. I plan on dropping the pan again to change the solenoids, filter, and fluid again. The people at the shops I've talked to just say I need to program it, but everything I can find ways you might not be able to program a used transmission. My question is if the BMW guys that have the same transmissions in their cars can program them, why can't we? If anyone knows a way or has had experience doing this please let me know.
