Default Block Tester

Has anybody here made their own block tester and if so how much air pressure is needed to check for leaks? second question is about running boards. Once i get the engine back into my wife's 03 disco, she wants running boards added since she is somewhat vertically challenged. i ordered a used factory set but it appears that they must have been put on with body off frame since bolts face down and are to short to add the running boards. any ideas on how to accomplish this task? there really isnt enough space to get a sawzall in there to whack the bolts off.

I talked to the guy at cannibal v8 and I believe he said 120 PSI, but don't quote me.
