Default Brake pads - dealer says they need replaced - I don't

A bit of backstory. 2019 Range Rover Sport HSE with 60K miles. Vehicle was bought new in February of '19. Of the 60K miles, I estimate 75% are highway miles (Interstate or major road, not much city driving). We also recently moved from a small city (metro pop 2030) to a large city (metro pop 4.3M). So from a small dealer where I lived down the street from the sales manager to a mega dealer where I know no one.

So had it in for its first service at this dealer and as part of the multi-point inspection they told me my brake pads were down to 3mm and needed replaced. Ok fine, but I will do it myself. So I ordered a new set of Brembo's and rotors.

Decided to do it today. So pull the first wheel off and get a look at the pads and immediately thought "No way those are 3mm". So instead of pulling one out, I removed the entire caliper so I could get to it from the other side to see better and sure enough, there is no way those pads needed replaced.

I grabbed my micrometer and measured the entire pad at 14.21mm and the backing pad at 6.63. The difference being 7.58. So even if I am off 20%, that is no where close to 3mm.

So does anyone know if the dealer measures them a different way, or is this just a dealer? Or other thoughts?

Big city. Stop and go traffic. My guess is they didn't even measure them but based on "at 60k, the pads must be low." Probably did no more than look to see if they were recently replaced. If they found anywhere where the pads were near 3mm and you found anywhere near 14mm, there's more than normal wear going on.
