Default brakes lights burned out

good day to all. i have a 2000 land rover discovery, everything was fine until my wife came home last friday, with no brake lights, and no right tail light. left tail light is working, reverse lights are working. removed assemblies and found both brake light bulbs to be burnt out. i am not having trouble shifting out of park as some have mentioned. i don't think that it can be fuse number 25, as the manual mentions, because the reverse lights work. could it be the brake light switch? thanks
