I don't think it's a control panel problem.

 

as far as the door locks... try replacing the battery in your remote, replacement buttons can be had from atlanticbritish.com... reprogramming (IF it is the original remote) is simple... press the lock button on the remote while locking the vehicle with the key... then press the unlock button on the remote while unlocking with the key. has worked on my range rover multiple times...

as far as the a/c goes it sounds like you have a relay starting to get weak and should just replace it. the only other options you have in a delayed start really are a loose ground, or conrol module (not panel)
