Like lordmorpheus said, the CDL on gives equal power to the front and rear axle. Your 4 wheels do not get equal power, only the front and rear diffs. So you get your front tire in the air and a rear tire in the air your won't go anywhere.
You need the CDL and then lockers on your front and rear axles to get true equal power everywhere.
