Default Disco 2 HEVAC problem - Help!

Hi all,
My Disco 2 has a problem with the HEVAC - when I put the drivers temperature to low it blows only hot air - the passenger side on low temperature will close the flaps to the floor and the rear and blows cold air to the other vents. Drivers side on low blows full speed to the floor and the rear vents and is HOT HOT HOT! Interesting in summer but need to fix now as my Son is having it to use and he doesn't do hot. I've taken glove box out and the fuse box panel - the rods on each side work the same as each other and appear to work as they should. I'm guessing the drivers side flap is stuck/broken - which flap, where is it, how do I get to it to fix it? Any advice would be very gratefully received. Thanks.
