Links below to manuals (called the RAVE). You have the CDL shifter in the engaged position. It will most likely be stiff if seldom used. Not advised to drive on dry pavement for any distance that way, places extra strain on drive train. Made for soft surfaces (mud, sand, dirt, snow).

ah ha! Thanks guys, come to think of it, the lever was VERY stiff to shift, but before purchasing the car there were no lights on. After i put it into CDL High the light came on and hasnt gone off (even after just going to 4Hi) i'll try the backing up thing and make sure its in 4Hi once I get plates on it. Thanks!

No luck, I can physically put it into 4hi and 4cdl, but the light stays on. I'm not sure if there is a sensor that is busted under the truck or not? It's a mechanical linkage that goes to the transfer case, so if it goes it should work right? Also, I tried driving up and down the driveway in both, the steering feels heavier in CDL but i'm not sure bc the power steering is very finicky. Any suggestions?

SUCCESS! After quite a bit of digging on google, someone said to open the pass side door, and just give it the beans when pulling. I Yanked back and forth pretty hard then threw it into 4Hi and WHAM! The light went off and the lever is easier to move now. I'm assuming the previous owner never touched the damn thing and just left it in 4Hi. As I will be doing until I can lube up the linkage. One problem down!
