Default Disco II No Crank, No Start

Hello. First time here. I have a 2002 Land Rover Discovery that will not start. Key fob seems to work as is should but when I go to turn the key I get nothing. I hear the relay click but thats it. I put a new battery in and cleaned terminals and is sitting at 12.5V. I thought it might be the Starter and/or solenoid. I jumped 12Vs to the starter and it turned over. But I am not getting 12Vs to the solenoid single wire. I back tracked it to the under hood fusebox and I am still not getting 12V in cranking position. I am basically trying to figure out if this is an immobilizer issue or not. If so, How do I remobilize it without taking it to the dealer? Please help me determine this!

I am getting 12V at the starter switch and inside fuse book in the crank position
