Default drivetrain

I have a 2003 Discovery II and I am having issues with the drivetrain. Granted it is about -20 degrees here and we have gotten about a foot of snow and it hasn't stopped me once. I can put the Rover into drive and it wont go anywhere but I lock into 4wd high or low and it drives fine. Any suggestions?

it is all time 4wd. you have to be in high or low otherwise you are in neutral and you will not go.
