as soon as the key is put in the on position the headlights come on in dim mode and stay on until the key is turned to the off position again.
tonight they did not turn off and I had to disconnect the battery to shut them off.
I suppose I could pull a fuse or two to do he same without disconnecting he battery.
anybody have any idea what could cause this

Stalk switch. You can remove it (turn steering wheel 90 degrees to access). Some have posted about cleaning up the switch contacts.

 

Well assuming you have a '96 Discovery...your DRL's are coming on, there is a relay you need to remove, you will have to search for it in the repair manual as I do not know its location.
