Default Hole in fuel tank 96 discovery

I noticed my fuel tank leaking yesterday and saw the remains of a plug hanging out. I removed it and it appears the hole is about 1/8 inch in diameter. I could not find any mention of this in my manuel. Can anyone help me? Is this a factory thing and is there a plug fr replacing it?

My experience has shown me that holes with plugs in tanks are not factory. Download the RAVE. It tells a lot more than the owners manual.
