The dealer does have the key code, unless he originally sold it , good luck there, that would have been long enough that the file was trashed.
Rover if contacted by the service manager, might, but it is a very small might, cause here again, it's an old vehicle and they normally don't keep old records.
You will need to see if a good lock smith can pull a tumbler and make a replacement or go for a new ignition switch and locks.
Is the truck locked? If you you better start looking for your keys, cause this will be big money.
