Default LR3 found a loose white wire near rear brake?

A little background, a couple years ago the emergency brake on my 2006 LR3 quit working. Since I'm over 3 hours away from a Land Rover dealer I took it to a local shop that works on foreign vehicles. They replaced the parking brake motor but were unable to get it to work. They said that I need to have the dealership hook it up to the computer to enter some code to tell the system that a new parking brake motor has been installed. Since then the two emergency brake lights on my dash have been flashing.

Last week I had a friend install new brake pads and he noticed a loose, white wire with what appeared to be a broken clip on the end of the wire hanging near the rear (passenger side?) wheel. He thought maybe it is supposed to plug in somewhere on the brake assembly?

Any idea what this wire is for? Is there a drawing that would identify the wire and it's purpose? I'm wondering if this has something to do with my emergency brake failure a couple of years ago.

Thanks for your assistance!
