Default No Power to rear accessory ports (at the fuse)

I have a '19 Discovery and I am not getting any power to any of the power ports (12v cig or USB ports) in the rear of the vehicle. When I checked the fuses, I found all of the fuses were good. But, that I was not getting any power to either side of the fuses. I had the car running so I know there should have been power to the fuses. The fuses that have no power are in the rear fuse panel, fuses numbers 18,19, 20 & 21. Anybody have any idea why there would be no power to just those fuses?

No, have not figured out why there is no power to those fuses.

Are those fuses bussed together in the fuse block? If so, it is highly likely the power wire serving those fuses is disconnected, broken or shorted.

I have not gotten to pulling the fuse box to see how they may be bussed together. I was originally hoping it was as simple as a relay that was not resetting.
