I have a new LR2. Is it normal that to operate the windows or sun roof, you have to start the car? With the car off, listening to the radio,after a few minutes
unable to put windows up or down. Car has to be started to operate them. Is this a safety feature or is there something I am doing incorrect?

 

That is normal. You might talk with the dealer about reprogramming the ECU so you can use the window and locks, they may be able to do it and it will be expensive, something around $100 to do it.
