parking break handle won't move

I have a 2002 landrover disco II. The parking break handle won't move (won't engage). Would this happen if the cable were not attached?

If the handle will not move at all then the cable if seized from lack of use.
If the handle moves but the brake does not work then the cable is either broken, unhooked or the parking brake shoes are out of adjustment.
