Default Relay Malfunction in Pos 2

I recently replaced my ECU in my 98 Disco 1. It's run fine for about 6 weeks. Literally, no problems. Suddenly, when turning the ignition to position 2 I hear a rapid clicking in a relay located under the dash on passenger side, near to the alarm module. I also hear what sounds like a fan running in the engine compartment. Very strange. In position 3 the starter will turn but the engine won't crank. I've swapped relays and it happens in the sme relay position (eve with new relay). Could this be an ECU problem or something else?

The fan running under the hood is probably because you have the AC turned on and it is the condenser fan.

When you turn the key the does the (whirl) sound of a noise but the engine doesnt move? sounds like the solenoid on the starter has gone out if thats the case.
