Default Should I get rotors replaced?

I have a 2004 Disco with 34K miles and the dealer is requiring that I get the rear rotors replaced to pass state inspection as they are "under spec". Thereare no vibrations or weird sounds comingfrom the brakes which makes me think everything is OK. I had the rear break pads changed about a year ago and the dealer says they are fine, but the rotor need to be replaced at a cost of $450. Do I really need to change the rotors this early?

You can buy rotors at Atlantic British for around $40 a piece, sounds like you need to go get dirty and save some money.
