Unhappy white smoke not OK?

I am the owner of a 2005 LR and recently took it for inspection in NYC. It was tinkered with by the mechanic who inspected it and he managed to get it to pass. However it was blasting white smoke afterwards, particularly while warming up. It also doesnt seem to want to exceed 45 except in sport mode. No error codes are showing on the dash.
If anyone can recommend someone around here who can give me an honest opinion I would greatly appreciate it.

Have you noticed a loss of coolant? Maybe a good idea to do a pressure test.. This started after you got it back from the mechanic? Did he tell you everything he did? Does the smoke smell sweet or more like rotten eggs?
