Yeah that's the solenoid trying and failing to engage, or it's engaging but the motor is just dead. Either way, new starter although wouldn't hurt to verify the voltage like Paul said. Easy to replace yourself if you want to, just be sure and disconnect the battery first.

 

Or the motor is seized. It only takes about 30 minutes to change it yourself.
