The simple answer is grab it and pull it off.
But the long answer is move the seat full forward, pull the plastic trim (non fuzzy) at the bottom loose, then grab the sides of the panel (fuzzy one) at the bottom first, and then pull it loose from there. It is just held in with the yellow or white plastic push connectors like much of the rest of the interior.
Once off, you can align to seat adjuster with the slot on the device that is stuck to the pillar and then just push in on the pins to make it stick again making sure to get the black fuzzy trim over the edges to seal it up.
As far as the adjuster goes, I have never had one stuck but seem that you can work on it/clean it up without removing the seat belt.

This is simple to do, first gently pull loose your door seal around the seat belt pillar area to expose the clips. Carefully unclip them from the body, do not break them with force.....costly buggers. Then you can get that trim the belt slider sits in apart and adjusted. You also will need to remove these clips when dropping your headliner. If anyone has the part number for those metal clips, please post it. Thank you.
