Second update from earlier. I went ahead and cleaned the throttle body and recorded some data. Looks like the computer is relearning a little but the Command TAC still appears to be all over the place. Can anyone confirm if this is normal for an idle? Maybe I need to hard reset again and give it more time

do you have a scan tool capable of resetting fuel trims? when i was dealing with my lean codes. both banks. i smoke tested first. found leak at air duct. replaced that. drove for couple weeks code kept setting. replaced MAF. codes kept setting. reset fuel trims. code never set again...
i think LR3 has very slow learning fuel trims. on GM car if you fix leak and clear code it learns new value very quick.
i think your digging to deep into the problem. if you still only have one bank lean code focus on that bank. the throttle body goes to both banks...
the soldered thing your looking at is prolly the intake air temp sensor.

Problem Solved, for now. After the new MAF installation I smoke tested the system again and no leaks. My scan tool gives me fuel trims short and long term per bank. One thing I noticed was when I quickly pulled off the throttle while driving, the fuel trims made a large adjustment for a second or two then evened out. That happened even after relearning. So as I mentioned above, I cleaned the throttle body but eventually ended up just buying a cheap Chinese aftermarket throttle body from eBay for $60. Figured what do I have to lose. I plugged in and tested both.

I had my wife move the throttle with the engine off and checked the old one, no noticable issue. I ran a volt meter on the old one, no noticable issue. So I said, why not I'll just put the new one in. No noticable difference between the old one and new one when testing movement when the car was off. I then did a hard reset discounting the battery for 30 mins and boom, fixed. No check engine light or lean codes. My guess is the old one was not fully resetting when I went quickly off throttle. It felt tight and no binding. The part is a Ford motor company and I figure probably just wore out around the 147k mark. Hopefully this helps someone else. No code on the throttle body or loop, only codes on bank 1 and 2 being lean after the new MAF. So far put about 250 miles on with no returning lights or codes.
