Unfortunately I live in a state that requires me furnish a front plate I just purchased the bracket and holder from the dealer. I have a 2005 LR3 SE and there seems to be no holes do I have to drill my own holes into the front bumper and is this normal?

 

See page from shop manual, it shows a bracket. But lots of ad photos show no bracket. Better than two bungee cords....
