I have a base model LR3 with tan seats that are cracking and offer very little lumbar support.
I'd like to find a pair of upgraded replacements with the power lumbar. Any ideas on where I can locate these? So far, I've been looking online at Ebay & some parts sites but no luck so far.
Or in the alternative, do you know if there are aftermarket/custom seats that could go in my LR3 instead?

Perhaps a salvage yard, but it most likely won't be one of the U-pull-partz places. An LR3 would likely be considered a rebuildable wreck and would be held back for the pro shops rather than tossed out for us partz vulturez. Paul Grant and other dismantlers coould advise if they are getting LR3s. You might not want seats out of one swamped by Sandy.

Keep in mind that LR in all their planning wisdom did not equip the 06 HSE with lumbar.

2005 was manual I believe and 2007 was power...

might work might not. if power lumbar was included in the memory seat function then it won't work. If not then you may have a chance with power and ground.
