I bought a used speedo for my 05 lr3 because the stock one the display is out and when i changed it my car wont start i heard the the vin has to be burned into it will the milage on the car have to be put in the new one or will it stay at what it is on the used one

 

The vin is already burned into it. The car will not start with a used cluster. You need a new cluster. Did you actually get professional diagnosis on the vehicle or just throw a part at it?
