Default Painting Wheels Arch in LR3 - 2006

Hi everyone. I thinking to paint my LR3 2006 Wheels Arch and Bumpers and get a look like the new ones LR3. Can somebody tell me if it is possible. I tried some differents body shops and they dont want to do it !! Help..

I painted the faded grey lower trim panels and the bumpers on my 2000 Grand Cherokee. I found a "trim panel" black spray paint at Walmart. Tape off above the panels with the wide blue painters tape and some paper or cardboard to cover overspray. I never even prepped the panels except a good hand wash. Came out awesome, use light coats, watch overspray and it was easy. I never painted anything like that and it came out great.
