Question LR3 Wiring - Alarm/Keyless Entry

Default Any idea what this wiring connector goes to?

I have a 2006 LR3 that I have had for over a year. The key less entry has never worked since I got it. I got brand new key fobs and they are definitely programmed correctly because they work with the ignition to start the vehicle. I also have the original key. I don't think the issue is the keys. I even got a replacement receiver unit and swapped it out but it did nothing. I checked the common white and green wire splice near behind the plastic next to the passenger side door. There are no signs of moisture in the passenger area. I redid the splice just to be sure but that did nothing either.
Today took a closer look at a wiring connector near the fuse box / glove box area that is just connected to nothing at all. I tried for ever to reach my hands into those tiny spaces to find the other end of the wiring connector but it does not seem to be present. There is one white and green wire going into that mystery wiring connector that has 12.3V. I'm really starting to think this disconnected wiring connector is the problem. (please see attached photos)
The alarm system does not function at all, the light on the dash that is supposed to flash red does not function even when programming the key fobs. This is why I think the entire keyless entry and alarm are just disconnected.
The disconnected wiring connector was mounted to part of the metal of the body, and it is brown color. The only marking on I could find is P11-2
Fuses behind glove box related to keyless entry:
F49 has 12.3V
F43 has no voltage
The Fuses next to 12V battery related to keyless entry:
R13 has 12.3V
F11 has 12.3V
Should fuse F43 has voltage or does it only get voltage when a signal is sent to the keyless entry system? I tested the voltage on it while pressing the key fob and nothing.
I've been trying to track this issue down for the last year and it is driving me crazy so any help and suggestions would be very much appreciated. I can definitely see that someone in the past did a lot of work on the wiring because there is a lot of electrical tape on certain wires behind the glovebox area and especially behind the 12V battery.
