Replace height sensor and now chaos

I depressurized the air shocks, disconnected the two black lines from the rear valve block, verified the right rear shock was deflated and disconnected the height sensor arm.
All corners dropped to bump stops except the rear right which still is stuck in extended mode.
Does that tell me the shock is bad? Is there any other reason the shock would not lower to the bump stops?
I'm planning on installing a new shock and maybe a new rear block valve just in case.
Seem logical? The scan did originally throw a code for a bad shock.

Sounds like something in the shock is bad if you undid both black lines on the rear valve and that side stayed inflated. You could try undoing the air line at the shock and see if that finally gets it to deflate but with it under pressure that line may not want to come out of the quick connect fitting.
No air came out either, It’s got to be the shock.
I’m going to order a new one and give tribute to the rover gods.
I made sure that I could get to a loosen the shock bolts while I was in there.
Truck runs in the meantime. I’ll just be slow rolling in extended mode. At least I’ll look cool.
